It is possible to provide green, ecological, and innovative products and services through green and sustainable public procurement. This study analyzes the opportunity offered to public contracting authorities in the Republic of Croatia (RH) in transformation from existing economy to a sustainable one through the inclusion of small and medium sized (SME) companies and inclusion of selection criteria that promote all three sustainable goals. The study employed a qualitative method and empirical analysis of public procurement procedures for eggs in the period from 2013 to 2021 in RH. The product was procured in many social institutions, hospitals, schools, student canteens and by procuring a sustainable product, added value could be created for the entire community. Data from the Electronic Public Procurement Classifieds of the Republic of Croatia (EOJN RH) and Data from the State and European Union (EU) Statistical Office were used. The research showed that sustainable procurement criteria were used for the first time in 2021, and that public contracting authorities put a stronger focus on the environmental pillar of sustainability and less or almost none on the economic and social pillar. The volume of demand and production was also calculated. The study found that the first contractor for sustainable product was SME company, producer of food, who adapted to the green conditions of public procurement in a short period of time. The paper empirically demonstrated that public procurement can be a powerful tool, but it was not used enough in the observed period for the observed products in RH.
In Central and Eastern European countries, the labour shortage is becoming increasingly pronounced, posing a challenge for the economy. Labour shortages limit the potential national income as many positions remain unfilled, which could lead to a slowdown in economic growth. To address this issue, various solutions need to be explored. This research aims to analyze solutions for alleviating labour shortages, with particular emphasis on measures that encourage workforce participation. One strategy is introducing training and retraining programs that help workers develop skills and adapt to labour market demands. Another option is to promote part-time employment, which may be especially attractive to groups unable or unwilling to work full-time. Enhancing population mobility could also be crucial in addressing labour shortages, particularly in bridging regional disparities. Integrating certain inactive groups, such as retirees, homemakers, students, people with disabilities, and those with low education levels experiencing generational poverty, into the labour market could also yield significant benefits. The study employs quantitative analysis methods and includes a survey that examines citizens’ perspectives on the effectiveness of measures aimed at increasing labour market participation and their economic impact on the Slovak economy. The survey data were collected in 2023 in the region of Rožňava and its surrounding areas.
Shared education has the potential to foster pluralistic values and improve relations between individuals from diverse ethno-linguistic backgrounds. This study aims to contribute to the understanding of how shared learning experiences can promote pluralism and social equality by examining the pedagogical factors that influence their success. This study focuses on a shared English learning model implemented with 8th-grade Arab and Jewish students in homogenous Israeli cities. This qualitative study, involving observations, interviews, focus groups, and transcript analysis, engaged 42 students, two teachers, and two administrators. The findings suggest that shared education has positive social implications. It facilitated interaction between Arab and Jewish students and challenged negative stereotypes. Notably, the Jewish students’ limited Arabic language proficiency led to complex interactions, stimulating critical thinking about linguistic inequality and increasing motivation to learn Arabic. While shared education improved intergroup relations, it also encountered logistical challenges that necessitated institutional support to optimize its effectiveness.
Adolescent childbearing is a crucial problem challenging policymakers in sub-Saharan African countries. The objective of this study is to show how teenage pregnancy and motherhood is related to social determinants like place of residence, education level and wealth quintiles, and consequently to suggest pragmatic actions susceptible to control the burden of teenage pregnancy. Disaggregated data were analyzed using data covering the decade 2012–2022 and provided by Demographic Health Surveys. In each country considered, the index of dissimilarity (ID) was computed to illustrate the variation of teenage pregnancy and motherhood according to the level of education, the rural-urban residence and the income quintiles. Recent statistics were also used for a comparison between countries. This study showed that childbearing affected 22.7% of African adolescents (15–19 years). However, the rate of adolescent childbearing varied from 40.4% in Nigeria to 5.2% in Ruanda. Moreover, huge differences were found in each country. Teenage girls living in rural areas, illiterate or with low level of education and suffering from poverty are more likely to be early married and to be exposed to pregnancy. The rate of adolescent childbearing is higher in Sub-Saharan African countries compared with countries from Latin America and World Health Organization Eastern Mediterranean. Most of the 31 countries considered in this study suffer from high rate of adolescent childbearing and large iniquities by place of residence and/or education level and/or wealth quintiles. Consequently, policymakers should adopt urgent and efficient strategies to reduce (and ideally to end) early marriage and teenage pregnancy by developing a policy that targets disadvantaged girls living in remote areas, having low or no decent income and suffering from illiteracy or low level of education.
Leadership behavior is a critical component of effective management, significantly influencing organizational success. While extensive research has examined key success factors in road management, the specific role of leadership behaviors in road usage charging (RUC) management remains underexplored. This study addresses this gap by identifying and analyzing leadership behavior dimensions and their impact on management performance within the RUC context. Using a mixed-methods approach, focus group discussions with industry practitioners were conducted to define eight leadership behavior dimensions: Central-Level Leadership Guidance (LE1), Local-Level Leadership Guidance (LE2), Central-Level Leadership Commitment (LE3), Local-Level Leadership Commitment (LE4), Subordinate Understanding from Central-Level Leadership (LE5), Subordinate Understanding from Local-Level Leadership (LE6), Work Motivation (LE7), and Understanding Rights and Obligations (LE8). These dimensions were further validated through a quantitative survey distributed to 138 professionals involved in RUC management in Vietnam, with the data analyzed using structural equation modeling (SEM) and partial least squares (PLS) estimation. The findings revealed that LE3 (Central-Level Leadership Commitment) had the strongest direct impact on management performance (MP) and mediated the relationships between other leadership dimensions and management outcomes. This study contributes to the theoretical understanding of leadership in RUC management by highlighting the centrality of leadership commitment and offering practical insights for improving leadership practices to enhance organizational performance in infrastructure management.
The aim of the research is to prove that nowadays the role of higher education, its impact on “territorial capital” and the factors of their competitiveness measurement have changed. Competitiveness should no longer be measured only in terms of rankings between higher education institutions, but also in terms of their role in territorial capital. Examining the extension of a competitiveness measurement model developed for small and medium-sized enterprises to the field of higher education can be exciting because the competitive situation between higher education institutions is strengthening, and its aspects are not limited to winning tender funds and the competition for students. The subject of this study is the Central European higher education in general and the Hungarian higher education specifically. Higher education as it appears in regional strategic documents, and the regional, third mission role of higher education institutions appearing in their strategic documents. In terms of methodology: the first part of the paper is based on document and content analysis. In the second part of the paper, institutional characteristics that may influence competitiveness are identified in the case of a Hungarian higher education institution with SME characteristics. The research concludes that the impact on territorial capital, together with the traditional characteristics of higher education and its third missionary role, may constitute the competitiveness of a given institution. If the impact of higher education institutions on location could be measured uniformly, competition between institutions would be more transparent and the role of the region would be strengthened.
This study highlights the importance of social capital within third sector organizations, as in other sectors of the economy, and confirms the influence of social capital on human capital. In this case, it contributes to the analysis of the structure and quality of relationships among members of a social organization, which enables motivation and commitment to collective action. Based on exploratory and confirmatory factor analysis, from a 45-item survey applied to 190 workers in social organizations; the constructs were reconfigured for the construction of the model of organizational social capital, was carried out using the structural equation methodology. It is argued that the cognitive and structural dimensions of social capital affect its relational dimension in terms of identification, trust and cooperation, which in turn influences worker motivation and other key aspects of human capital. The relational dimension, measured by workers’ identification, trust, and cooperation, has significant effects on their motivation and work engagement, which leads to important practical considerations for human resource policies in these organizations. The article contributes to the existing literature on human capital management by exploring the perception of workers in nonprofit organizations that are part of Ecuador’s third sector.
This study aims to investigate the difficulties local governments face as a result of the province directly managing county system reform. It reveals the various challenges faced by local governments under the provincial directly managed county reform through a thorough analysis of the history, rationale, and implementation of the reform along with pertinent literature reviews and case studies. It is discovered that the county reform, which is directly governed by the province, has not only significantly altered the functions and organizational structure of local governments, but it has also made their resource allocation, financial strain, and brain drain problems worse. To help local governments deal with the difficulties in the province-directly governed county reform, related remedies, and solutions are finally proposed to handle these issues.
