China’s economic structure has made subtle changes with the development of digital economy. Along with the marginal diminishing effect of Chinese monetary policies and the increase of the overall leverage ratio, the Chinese economic growth mode of relying on real estate, trade and infrastructure construction in the past will not be sustainable in the next decade. This paper makes a theoretical analysis on the reduction of the search cost in digital economy. Also, this paper used empirical methods to study the relationship between China’s economic growth and digital infrastructure construction. In conclusion, the digital economy has reduced the search cost for people, and big data will become a product factor participating in labor distribution. In addition, this paper proposes for the first time that digital economy can effectively restrain inflation. The Chinese government needs to attach importance to the issue that current internet enterprise oligarchs will probably monopolize the usage of big data in the development of digital economy in the future and become the obstacle to effective economic growth. In addition, close attention should be paid to the vulnerabilities of financial and taxation systems for digital economic entities to avoid continuous disguised tax subsidies to internet oligarchs, thus preventing industrial monopoly.
This study aimed to analyze government policies in education during the Covid-19 pandemic and how teachers exercised discretion in dealing with limitations in policy implementation. This research work used the desk review method to obtain data on government policies in the field of education during the Covid-19 pandemic. In addition, interviews were conducted to determine the discretion taken in implementing the learning-from-home policy. There were three learning models during the pandemic: face-to-face learning in turns (shifts), online learning, and home visits. Online learning policies did not work well at the pandemic’s beginning due to limited infrastructure and human resources. To overcome various limitations, the government provided internet quota assistance and curriculum adjustments and improved online learning infrastructure. The discretion taken by the teachers in implementing the learning-from-home policy was very dependent on the student’s condition and the availability of the internet network. The practical implication of this research is that street-level bureaucrats need to pay attention to discretionary standards when deciding to provide satisfaction to the people they serve.
The study is focusing on cyberspace—a new type of space mastered by humans with the help of digital technologies. This systematic review uses SPAR-4-SLR protocol to analyze over 30 years of scholarly research indexed in Scopus database, highlighting five time periods: before 1995, 1996–2008, 2009–2012, 2013–2019, and after 2020. A final sample of 6645 publications in social sciences, Business, management and accounting (BMA), and Economics, econometrics and finance (EEF) was analyzed across multiple parameters, including: chronology, types of documents, sources, countries, institutions, authors, topics, and most cited publications. The review has systematized information about the most influential organizations and individuals involved in cyberspace research. First of all, these are researchers from the United States, the United Kingdom, and China. Key journals that publish research on the topic have been identified, and a ranked list of funding organizations supporting research on the social and economic aspects of cyberspace are identified. The study provides insights into the achievements of the social and economic sciences in cyberspace over the past 30 years. The results will be useful to scholars who seek for a general overview on the topic of cyberspace, as well as experts and policymakers developing mechanisms and tools for regulating cyberspace as a mixture of the virtual and real worlds.
This paper aims to provide a comprehensive view of the E-Government Development Index analysis in Southeast Asia. Through a review of the results of an annual survey of 192 United Nations (UN) member states, the study identified 11 countries with the E-Government Development Index in Southeast Asia. The findings in this study revealed that the E-Government Development Index (EGDI) in Southeast Asian countries displays different levels of development. Singapore, Malaysia, and Brunei are the countries in the region with the highest EGDI scores. Singapore leads the area with a high EGDI score. These countries have effectively implemented advanced e-government services, such as online public services, digital infrastructure, and e-participation, which have greatly improved the quality of life of their citizens and the efficiency of their government function. On the other hand, countries such as Cambodia, Laos, and Myanmar lag in their e-government development as a result of factors such as limited Internet access, inadequate digital infrastructure, and low levels of digital literacy among the populations of these countries. In addition, some moderate progress has been made in the development of e-government in mid-level countries, such as Thailand, Indonesia, the Philippines, and Vietnam. These countries continue to improve their digital infrastructure and enhance their e-service offerings to close the digital divide. Overall, EGDI in Southeast Asia reflects different levels of digital transformation in the region, with each country facing its distinct set of difficulties and opportunities when it comes to leveraging technology for better governance and public service delivery.
This study examines the factors influencing e-government adoption in the Tangerang city government from 2010 to 2022. We gathered statistics from multiple sources to reduce joint source prejudice, resulting in a preliminary illustration of 1670 annotations from 333 regions or cities. These regions included major urban centers such as Jakarta, Surabaya, Bandung, Medan, Makassar, and Denpasar, as well as other significant municipalities across Indonesia. After removing anomalous values, we retained a final illustration of 1656 annotations. Results indicate that higher-quality digital infrastructure significantly boosts e-government adoption, underscoring the necessity for resilient digital platforms. Contrary to expectations, increased budget allocation for digital initiatives negatively correlates with adoption levels, suggesting the need for efficient spending policies. IT training for staff showed mixed results, highlighting the importance of identifying optimal training environments. The study also finds that policy adaptability and organizational complexity moderate the relationships between digital infrastructure, budget, IT training, and e-government adoption. These findings emphasize the importance of a holistic approach integrating technological, organizational, and policy aspects to enhance e-government implementation. The insights provided are valuable for policymakers and practitioners aiming to improve digital governance and service delivery. This study reveals the unexpected negative correlation between budget allocation and e-government adoption and introduces policy adaptability and organizational complexity as critical moderating factors, offering new insights for optimizing digital governance.
