The new oil derivatives transportation scheme proposed by the 2013 Mexican Energy Reform allowed new participants to enter the sector. The new legal framework requires fulfilling many requirements and corresponding duties for the transportation of oil products. The Mexican government already has an institution dedicated to measuring the regulatory cost of each federal procedure. This work aims to quantify the regulatory costs associated with the procedures and their compliance to obtain permits for transporting oil products by truck. We use the standard cost method to measure these costs, considering all associated costs. The results showed that two government offices did not adequately measure these costs. They did not consider relevant information on frequency and opportunity costs, resulting in undervaluation and leading to wrong expectations. As a result of this research, we provide a more accurate way of estimating these costs, which brings greater certainty in the budgeting of these projects and, therefore, increases the probability of survival and success.
The Akit tribe fishermen on Rupat Island, Riau, Indonesia, are a remote indigenous community with a low level of education. They have experienced cultural acculturation after the influx of outsiders and the government built road infrastructure to break the isolation. The government also provides internet facilities to speed up the process of modernizing communications between them. The research aim is to analyze the role of government support as a mediator in the influence of education and acculturation on communication modernization among Akit fishermen. The research used a survey method, involving 165 of the 763 Akit fishermen as respondents. This number determine used the Sample Size Calculator technique. Respondents were selected using a purposive random sampling technique. The variables studied consisted of education, acculturation, government support (as mediator), and communication modernization. Data collection was carried out through a closed questionnaire containing statements, which were measured with a 5-point Likert scale. The data were analyzed using the Structural Equation Modeling method with the help of SmartPLS 4 software. The research results show that acculturation and government support have a positive and significant influence on communication modernization, while education plays a negative influence. Government support as a mediator plays a positive and significant role in the influence of education on communication modernization, while it does not play any role in the influence of acculturation. The most implication of this research is that the government must further increase its role in organizing the acculturation process for Akit fishermen to accelerate the communication modernization process.
Young people are a traditional risk group for radicalization and involvement in protest and extremist activities. The relevance of this topic is due to the growing threat of youth radicalization, the expansion of the activities of extremist organizations, and the need to organize high-quality preventive work in educational organizations at various levels. The article provides an overview of research on the topic under consideration and also presents the results of a series of surveys in general educational institutions and organizations of secondary vocational education (n = 11,052), universities (n = 3966) located in the Arctic zone of the Russian Federation. The results of the study on aspects of students’ ideas about extremism are presented in terms of assessing their own knowledge about extremism, the presence/absence of radically minded people around them, determining the degree of threat from the activities of extremist groups for themselves and their social environment, and identifying approaches to preventing the growth of extremism in society. Conclusions are drawn about the need to improve preventive work models in educational organizations towards a targeted (group) approach.
Aiming at the current problems of poor dynamic reconstruction of UAV aerial remote sensing images and low image clarity, the dynamic reconstruction method of UAV aerial remote sensing images based on compression perception is proposed. Construct a quality reduction model for UAV aerial remote sensing images, obtain image feature information, and further noise reduction preprocessing of UAV aerial remote sensing images to better improve the resolution, spectral and multi-temporal trends of UAV aerial remote sensing images, and effectively solve the problems of resource waste such as large amount of sampled data, long sampling time and large amount of data transmission and storage. Maximize the UAV aerial remote sensing images sampling rate, reduce the complexity of dynamic reconstruction of UAV aerial remote sensing images, and effectively obtain the research requirements of high-quality image reconstruction. The experimental results show that the proposed dynamic reconstruction method of UAV aerial remote sensing images based on compressed sensing is correct and effective, which is better than the current mainstream methods.
