Influenced by global financial crisis in 2008, many countries around the world have realized the significance of sustainable development. And green development, as the most important pathway to sustainability, has been implemented by various countries. In this context, green development has drawn great attention from academic researchers both at home and abroad in recent years and has become an interdisciplinary-oriented research direction. As an applied basic research field for exploring the structural change of resources and environment as well as regional sustainable development, geography plays an essential role in the research of green development. Based on an intensive literature review, this article firstly summarized the connotation and analytical framework of green development. Secondly, it systematically outlined the progress of green development research from the perspective of geography and thus extracted seven themes, that is, the influencing factors of green development, assessment methods, spatial and temporal characteristics of green development, green development and industrial transformation, green transformation of resource-based cities, the effect of green development, and green development institutions and recommendations. Comments were made on the existing studies including their shortcomings. Finally, future research emphases were discussed, aiming to provide references for further study on green development from the perspective of geography in China.
While there has been much discussion about the large infrastructure needs in Asia and the Pacific, less attention has been paid to public expenditure efficiency in infrastructure services delivery. New constructions are not the only solution, especially when governments have limited capital to invest. Globally, new infrastructure projects face delays and cost overruns, leading to an inefficient use of public resources. The root causes include the lack of transparency in project selection, the lack of project preparation, the silo approach by public entities in assessing feasibility studies, and the lack of public sector capacity to fully develop a bankable pipeline of projects. To tackle these issues, governments need a smarter investment approach and to do so, enhancing public service efficiency is very crucial. The paper suggests a “whole life cycle” (WLC) approach as the main strategic solution for the discussed issues and challenges. We expand the definition of WLC to include the entire life cycle of the infrastructure asset from need identification to its disposal. The stages comprise planning, preparation, procurement, design, construction, operation and maintenance, and disposal. This is because we believe any efficient or inefficient decision throughout such a wide life cycle influences the quality of public services. Hence, in this holistic approach, infrastructure life cycle consists of four phases: planning, preparation, procurement, and implementation. Governments could enhance public efficiency and thus improve access to finance throughout the WLC by several solutions. These are (i) preparing infrastructure master plan and pipelines and long-term budgeting during the planning phase; (ii) establishing framework and guidelines and improving governance during preparation phase; (iii) promoting standardization, transparency, open government, and contractual consistency during the procurement phase; and finally (iv) continued role of government and total asset management during the implementation phase. In addition to these phase-specific means, key WLC solutions include proper use of technology, capacity building, and private participation in general and public-private partnership (PPP) in particular.
In this policy insight, the author lays out the context of the BRI and its role in global development. He also explains why the US should consider working with China on the BRI. The author opines on China’s possible approach and strategy to get global private investors to come on board for the massive BRI projects. He suggests that the global players can establish a third-party market cooperation and coordination mechanism to turn the BRI into a platform for win-win global collaboration.
Energy shortages and environmental damage have become serious problems facing the society today. Biomass can be a renewable energy source, which large-scale development and utilization are of great significance to industry and social life. Biomass pyrolysis technology can achieve effective utilization of biomass energy. It is necessary to optimize the pyrolysis reaction technology and device for realize the industrialization and large-scale production of biomass energy.
There is a large literature on public-private-partnership, covering many different areas and aspects. This article deals with a specific but important aspect: the decision-making mechanisms to choose the management of PPP enterprises. In this sector, a suitable choice of managers is of particular importance because the persons chosen must balance the public and private interests. This is often difficult to achieve. Two new procedures are discussed, “Directed Random Choice” and “Rotating CEOs”. In each case, the advantages and disadvantages of the procedure of choosing the managers of PPP enterprises are discussed and evaluated. It is concluded that the two novel mechanisms should be seriously considered when choosing the managers of PPP enterprises.
An α, α′-dipyridyl adduct of a complex compound hexaaquatribenzene-1,2,4,5-tetracarbonatotetra iron (III) with porous structure was synthesized for the first time. According to the results of elemental, X-ray, IR-spectroscopic and differential-thermal analyses the individuality, chemical formula, thermal destruction, and form of coordination of acidic anion and dipyridyl were established. During interaction of a complex compound with dipyridyl, it completely loses all crystallization molecule of water resulting in a compound with a chemical formula of Fe4(C6H2(COO)4)3(dpy)2(dipyridyl). Using the identification of diffraction pattern the parameters of lattice cell of the complex compound were determined.
